Indonesian Authorities Halt Construction of a Christian Prayer House to Appease Muslim Mob
Pastor Novel Pangemanan's El-Saddai Fellowship Church Building Stopped in Kappuna Village After Muslim Banners Reject "Any Activities" by Christians
Indonesian local authorities have halted the construction of a Christian prayer house in Kappuna village, North Luwu Regency, South Sulawesi, after Muslim residents protested with banners declaring:
"We, all Muslims, strongly reject the establishment of a church/prayer house or any activities in our neighbourhood."
Pastor Novel Pangemanan of El-Saddai Fellowship Church owned the 20 by 30 metre plot and had begun construction. The village government and district government ordered him to stop, leaving his materials abandoned on site.
Indonesian Christian Persecution Continues as Local Authorities Cave to Muslim Pressure

The pastor was first ordered to halt construction on 5 November 2025. The case escalated after an Instagram user amplified Muslim opposition on 14 April 2026. Pangemanan is fighting back:
"Building a prayer house does not require a permit. We simply have to report it to the relevant authorities," he said, noting the deputy regent had attended his groundbreaking ceremony.
Bonar Tigor Naipospos, deputy director of the Setara Institute for Democracy and Peace, has confirmed that prayer houses fall outside permit requirements under Indonesian law. The local government's decision is therefore not just a moral failure but legally dubious. Christians make up roughly 8 percent of South Sulawesi's predominantly Muslim population.
The Crusader's Opinion
Indonesia is held up as the world's largest Muslim majority democracy and a model of pluralism. The reality on the ground tells a different story. A pastor cannot put a prayer house on his own private property because Muslim neighbours hang banners and the village government caves. This is the heckler's veto applied to Christian worship. Pangemanan should sue. The Setara Institute is right. Western governments holding up Indonesia as a model must condition diplomatic engagement on real religious freedom protections, not just glossy talking points from Jakarta.
