The UK government's Listed Places of Worship Grant Scheme has completely run out of money six weeks before its scheduled end date of 31 March 2026, leaving potentially hundreds of churches unable to pay for urgent repairs.
The scheme, which allowed listed churches and other places of worship to reclaim VAT on repair and maintenance costs, had its budget slashed from £42 million to just £23 million by the Starmer government for the 2025/26 financial year. That reduced budget has now been entirely spent.
Originally introduced in 2001 by then Labour Chancellor Gordon Brown, the scheme had been renewed by every successive government for 25 years. Its closure means approximately 21,000 historic places of worship across the UK will now face the full 20% VAT rate on all repairs and maintenance from 1 April 2026.
Sir Philip Rutnam, Chair of the National Churches Trust, said:
After 25 successful years, the Government has removed a lifeline for churches which was introduced by a Labour Chancellor in 2001. Today, 21,000 historic places of worship will start bearing the cost of new taxes. This is yet another blow to our national heritage as many will now be unable to pay for urgent repairs.
The Church of England has warned the transition could create "added pressure on local fundraisers" and drain alternative funding sources. Nearly 1,000 churches are already on Historic England's Heritage at Risk register, and one in 20 UK churches needs roof or gutter repairs this year alone.
Historic Churches Left Without Government Support as Replacement Fund Stalls

While the government announced a replacement scheme in January 2026, a £92 million four year fund called the Places of Worship Renewal Fund, it has not yet been set up. Churches have no idea when the new fund will begin accepting applications or what support they can expect.
The National Churches Trust has raised alarm about this gap in funding, stating:
Why is the new scheme not up and running already? We now are likely to have a significant period where there is no government support available.
Making matters worse, the new fund will only cover buildings in England, abandoning churches in Scotland, Wales, and Northern Ireland that were previously eligible. The Trust also fears the replacement scheme will operate under the same reduced budget and remain subject to taxation, calling VAT on church repairs "the biggest blow of all."
Churches contribute an estimated £8.3 billion annually to the NHS through community support services, yet they now face an uncertain future when it comes to maintaining their own buildings.

A government that can find billions for foreign aid, green energy schemes, and bureaucratic expansion suddenly cannot afford to help maintain the very buildings that built this nation's identity. These are not just old stones. They are the living heart of every community in Britain. For 25 years, every government understood that. This one cut the funding nearly in half, watched it run dry six weeks early, and has no replacement ready. That is not incompetence. That is a statement of priorities. When mosques and temples receive ring fenced protections, but churches are told to fend for themselves, the message is loud and clear. Christians in Britain are being told their heritage does not matter. We reject that message entirely.
