Virginia Voters Approve New Congressional Map That Could Give Democrats 10 of 11 Seats

Virginia voters narrowly approved a new congressional redistricting map on Tuesday, April 21, with 51.44% voting in favor and 48.56% opposed. The new map could dramatically reshape the state's 11 congressional districts, potentially shifting the delegation from 6 Democrats and 5 Republicans to a staggering 10 Democrats and just 1 Republican.

Under the new map, nine districts would favor Democrat Kamala Harris, with five of those by double digits and three by 3 to 8 percentage points. Only Virginia's 9th District would support President Donald Trump by double digits.

The current configuration contains just four districts favoring Harris by double digits, with five supporting Trump. The proposed map represents one of the most extreme partisan gerrymanders of the 2026 election cycle.

The 'yes' vote has won Va.'s redistricting referendum, but the legal fight is just beginning.

Former Virginia Attorney General Ken Cuccinelli

Cuccinelli made that declaration as the Election Transparency Initiative filed an urgent petition with the Virginia Supreme Court to strike down the map. The legal challenge alleges procedural violations regarding timing and legislative session scope.

The redistricting battle extends far beyond Virginia. Multiple states have enacted mid decade redistricting maps this cycle. Texas, Missouri, North Carolina, and Ohio could gain up to nine Republican seats combined, while California could gain up to five Democratic seats.

All 435 House seats face election in November, with at least 144 races taking place in newly created districts born from mid decade redistricting efforts. A Virginia circuit court judge has already issued an order blocking the referendum results, setting up a rapid legal showdown at the state's Supreme Court.

The effort to redraw Virginia's congressional lines began during a special legislative session in late October that had originally been called to address budget matters. Democratic lawmakers unveiled plans to pursue a constitutional amendment allowing maps to be redrawn outside the traditional post census cycle.

Governor Abigail Spanberger and Democratic leaders championed the referendum, arguing the new map better reflects the state's voter demographics. Opponents, including former AG Cuccinelli and Republican leaders, have condemned it as a naked power grab designed to eliminate competitive elections in Virginia.

The Crusader's Opinion

Let's call this what it is: political engineering. When one party can turn a 6 to 5 split into a 10 to 1 supermajority through redistricting alone, that's not democracy reflecting the will of the people. That's a party drawing itself into permanent power. Christians in Virginia should be deeply concerned. When elections are decided by map makers instead of voters, every community of faith loses its voice. Today it is Virginia. Tomorrow it could be your state.
