UK Government Adopts New Anti Muslim Hostility Definition Despite Christian Free Speech Concerns
Communities Secretary Steve Reed announced a new non statutory definition of "anti Muslim hostility" in the House of Commons on 9 March 2026, replacing the previously contested term "Islamophobia." The definition forms part of the government's broader Protecting What Matters social cohesion strategy.
The definition designates anti Muslim hostility as "intentionally engaging in, assisting or encouraging criminal acts that are directed at Muslims because of their religion," as well as "prejudicial stereotyping of Muslims with the intention of encouraging hatred against them."
Christian leaders immediately raised alarm. Tim Dieppe, head of public policy at Christian Concern, described the definition as "quite sinister" and warned it could breach equality law by offering special protections to Islam that are not afforded to other religions.

Adrian Hilton expressed concern that non statutory adoption by institutions could inhibit discussion of "dangers of Muslim bloc voting and creeping sharia." Dieppe added:

Jonathan Hall KC, the government's independent reviewer of terrorism legislation, warned that the "loose language" within the definition could cause self censorship. Conservative MPs Nick Timothy and Claire Coutinho called the move a betrayal of free speech protections.
Religious hate crimes targeting Muslims rose 20 per cent to 3,200 cases in the year to March 2025, reaching record highs according to government data. The definition was crafted by an independent working group chaired by former Attorney General Dominic Grieve KC.

Reed stressed the definition "safeguards our fundamental right to freedom of speech about religion in general or any religion in particular and ensures that concerns raised in the public interest are protected." However, critics note there is no equivalent mechanism of compliance compared to the IHRA definition of antisemitism, raising questions about unequal application across faiths.
The government also announced plans to appoint an "anti Muslim hostility tsar" as part of the wider strategy, further alarming those who see the move as creating a hierarchy of protected religions in British law and public life.

Let us be absolutely clear about what is happening here. The British government has just created a special shield for one religion while leaving Christianity completely exposed. Try criticising Christianity in a Muslim majority nation and see what happens to your "free speech." You would be arrested, beaten, or worse. Yet in the West, mocking Christ is called art, tearing apart Scripture is called progress, and now merely questioning Islamic influence is being labelled hatred. This is not about protecting Muslims from genuine violence, which every decent person opposes. This is about silencing Christians. Tim Dieppe is right: the positives are only relative to how catastrophic this could have been. That is not a victory. That is slow surrender. The Church must wake up. When the state decides which truths you are allowed to speak, tyranny is not coming. It has arrived.
