Trumps Big Beautiful Bill Could Bankrupt American Seminaries

Section 84001 of HR 1 Threatens to Strip Federal Loans From Theology Students Because Pastors Don't Earn Like Bankers


President Trump's One Big Beautiful Bill Act contains a provision that could devastate American Christian higher education. Section 84001 ties federal student loan eligibility to graduate earnings, and according to Department of Education preliminary data, 89.4 percent of master's level religion students and 53.3 percent of bachelor's level religion students would be enrolled in "failing programs."

If a program "fails" two consecutive years, students cannot apply for federal loans. If half of an institution's programs fail, the entire institution loses Title IV eligibility.

How the Big Beautiful Bill Threatens Seminaries and Christian Colleges

Philip Dearborn, President of the Association for Biblical Higher Education overseeing 165 institutions and 86,639 students, sounded the alarm: "Our concern within biblical higher education is that students aren't attending our institutions with the exclusive singular goal of getting a high paying job. They're responding to God's call in their life to be a pastor, to be a youth pastor, to be a missionary, and they're not in it to make money."

Dearborn coordinated 21 seminary and Christian college presidents to lobby Congress, holding 50 to 60 meetings with lawmakers. "Everyone that we met with was sympathetic and didn't know this provision had this disproportionate impact on religious higher education," Dearborn said. The Department of Education must notify institutions of failing programs by 1 January 2027. Proposed solutions include budget reconciliation exemptions or carveouts for all religion related fields.


The Crusader's Opinion

The federal government wants to penalise seminary students because pastors don't make as much money as software engineers. That is the entire premise of Section 84001 in practice. Trump's wider bill has many merits, but this provision must be amended. Christianity does not measure success in dollar denominated salary outcomes. Pastors, missionaries, and youth ministers are answering a call, not chasing a paycheque. Every Christian who has ever benefited from a faithful seminary trained pastor should call their representative this week. Save the seminaries. Carve out the religion fields. Do not let bureaucratic income metrics throttle the next generation of pastors.
